Former California Franchise Tax Director
Joins The Gelber Organization
Edison, NJ... Arthur Gelber, President of The Gelber Organization, has recently announced the recruitment of Gerald Goldberg, former California Franchise Tax Director, as a senior member of The Gelber Organization's tax consulting team.
Goldberg has had a distinguished career in public service. For 25 years, he directed the California Franchise Tax Board (FTB), the largest state income tax agency in the country. He was deeply involved in such issues as worldwide combined reporting, the elimination of abusive tax shelter and tax avoidance schemes, and electronic filing.
During his tenure, the Franchise Tax Board earned a reputation for excellence in tax administration. Some of the innovations included the development of sophisticated audit, nonfiler, and collection systems that later became the prototypes for systems utilized by other tax departments.
Prior to coming to the FTB, Goldberg was Director of the Missouri Department of Revenue. In that role he had responsibility for the collection of multiple taxes including sales, income, and motor fuels. Before becoming director, Goldberg was on the staff of Ernst & Ernst where he served as a consultant to numerous state and local governments.
Mr. Goldberg is a frequent speaker at tax conferences and has received numerous awards and recognitions. Most recently he received the Distinguished Service Award from the Tax Executives' Institute and both the Saul Braverman Award and the Lifetime Achievement Award for Meritorious Service in State Government Award from the California Society of CPA's. He has also been recognized for his contributions by the American Society of Public Administrators, the Pioneer Institute for Public Policy Research, and the Multi-state Tax Commission.
Mr. Goldberg has an MBA from the University of Chicago Business School, and an A.B. in economics from Brandeis University. He is a CPA licensed to practice in California.
The Gelber Organization, founded in 1990, is a consulting firm of Certified Public Accountants, former senior state tax officials and other tax professionals with particular expertise in the highly specialized field of state and local taxation.
